Scottish Budget passed despite no cross-party support

But the Tories and Labour said the changes only partially reversed a £34.6
million cut in college spending and did too little elsewhere to stimulate
the economy.

The Liberal Democrats voted against the plans after Mr Swinney refused to fund
the same nursery provision for two-year-olds available in England, while the
Greens criticised the Budget's impact on public sector workers.

In an angry speech shortly before the final vote, Mr Swinney said: "Are the
opposition being reasonable about what the government is trying to do in
difficult financial circumstances?

"The answer is no. They are being utterly unreasonable."

He accused Ken Macintosh, his Labour shadow, of having an "Alice in
